У раду се даје преглед основних спољнополитичких и безбедносних институција које користиле државе-чланице Европске уније, почевши од плана о Европској одбрамбеној заједници 1950. до Лисабонског споразума 2009. Њихов развој је био под доминантним утицајем неколико спољних и унутрашњих политичких процеса и стања, те је фундаментално одражавао положај Уније у односу на две хладноратовске велесиле а након 1991. у односу на САД. Услед тога, развој је текао кроз изградњу институција, начина договарања и полаганог јачања капацитета за деловање, да би актуелни израз нашао у Лисабонском уговору као до сада најјаснијем примењеном искораку у сфери спољне и безбедносне политике Уније.
