Abstract

The citizenship of the European Union are the persons who possess the nationality of a Member States. The citizenship of the European Union stems and complements the citizenship of Member States without pretending to replace it or put it in the background. It is fundamentally different compared to national citizenship because it does not impose obligations but only assigns rights. It is the right to circulate and reside freely in the territory of European Union, the right to vote in European parliamentary and local election in the Member State where the Union citizen resides, the right to submit petitions, a citizens initiatives and addressing the Ombudsman, as well as on the right to diplomatic protection in the territory of third countries. With the introduction of the status of citizen of European Union, the Union obtains the characteristics of federal state.
