THE PROCESS OF STATE ACCESSION TO THE EUROPEAN UNION

The European Union now has 28 Member States which on the theoretical level can be divided on the founding states and subsequently admitted states. The founding states are the six states that have signed and ratifies the treaties establishing the European Communities in 1951 and 1957. In the meantime the 22 other states have joined the Union and none of them came out of it, which tells something about the success and attractiveness of the European integration process. The process of states’ accession to the European Union, like other European procedures, assumes a complex technocratic nature. The candidate state must go through several stages. It is applying for admission to the Council, the candidate status is then granted by a unanimous decision of the European Council, the unanimous decision of the latter is again necessary for the start of accession talks, the negotiations between the candidate and the member states of the provisions of the treaty of accession, the same conclusion on the basis of a unanimous decision of the Council and concordant opinion of the European Parliament and its ratification by the member states and candidate state.
