MIGRANT CRISIS IN THE BALKANS – CRIMINAL LAW AND CRIMINOLOGY-RELATED PERSPECTIVES
Keywords:
migrant crisis, Balkans, crimes, international cooperationAbstract
This paper is dedicated to the basic analysis of the current migrant crisis and its consequences from the criminal law and criminology-related perspectives, focusing on the Balkan region as one of the focal points of the described turbulent events. Inside the first chapter the general criminal law features of phenomena associated with the aforementioned refugee processes are examined. The second chapter is devoted to considering existing security strategies, while pointing to the possibilities for their improvement and adaptation to the specific needs of the Balkan region. The last section aims to highlight the social assumptions which are necessary for the implementation of these security measures. Among the totality of presented observations and conclusions, particular importance is given to the following: the double criminal law-related perspective of migrants (as perpetrators of criminal acts, as well as the victims); factors that can contribute to the involvement of migrants within te process of committing crime; a general idea about the necessity of a comprehensive, consistent and sincere cooperation among the state authorities of the Balkan region, as a precondition that overcomes political and cultural differences and without which the existing legal and security measures can not provide effective, systematic and long-term results.
