Abstract

Is today the Commission, bearing in mind its election and the position in the institutional system of the European Union, can claim to be the government of the Union? This question arises given the democratization process of elections President of the Commission in the context of the European parliamentary elections in 2014. Officials from the International President of the Commission has become a political leader who is elected through direct elections with universal suffrage. President of the Commission provides policy guidance and manages the Commission as Prime Minister. In addition, the Commission has jurisdiction legislative initiatives. However, the Commission does not have all the levers that would enable it to like classical governments pursue economic policies. In the area of foreign affairs vice-president of the Commission who is also the High Representative for Foreign Affairs and Security Policy in fact only exhibited in public foreign policy views that were previously state representatives unanimously agreed at meetings of the European Council and the Council. The Commission has no defense minister because this area is in the sphere of inter-state agreement among the members of the European Union.
