Social exclusion and globalization are modern phenomena that are at the center of many debates and issues that are attractive to the creators of (social) policy and to the social science scholars. In this paper, the emphasis is on the relationship between globalization and social exclusion, specifically it will be shown whether and how globalization influences the expand (or reduction) of social exclusion. In addition to conceptualizing these phenomena, the paper also aims to present their controversy, primarily by analyzing the current theoretical heritage up to now. Thereafter, the importance of transnational social networks and voluntary organizations will be emphasized, as well as the relevance of the open method of coordination as one of the main tools for policy coordination at the national level. In the end, this paper points to the possibility of developing new paradigms that might be able to shape social policy providing a much stronger international and global cooperation to the problem of social exclusion to access more proactive, constructive, and above all holistic.
