ANALYSIS OF AGRO-ECOLOGICAL SUPPORT MEASURES AND FINANCIAL INSTRUMENTS FOR ORGANIC PRODUCTION

Abstract

Current trends in Europe point to the need to improve the agro-ecological environment in which agricultural holdings can make important investment decisions. Common Agricultural Policy (CAP) has always been one of the most complex policies, which has gone through numerous reforms since its creation, and according to its share in the EU budget (42% in the period 2007–2013) it belongs to its most important policies. The current reform of the CAP indicates that agricultural producers, in order to gain the right to additional incentives, must meet the conditions of environmental protection, food safety and animal welfare. Agricultural areas must be processed in accordance with good conventional and organic practices, as new agro-ecological payments and support to rural development, apart from respecting the principles of financing traditional agriculture, must also meet the EU standards such as increased food quality and safety, enhanced market promotion, better organization and advisory of individual farmers. By introducing new agro-ecological criteria in the field of direct payments organic farms qualify for additional payment per hectare for implementation of certain agricultural practices in order to preserve climatic and ecological factors. In the new rural development policy, financial support includes payments for the process of conversion into organic production as well as maintaining organic farming practices and methods, investments in physical assets associated with organic production, quality programs for organic agricultural products, advisory services and assistance to agricultural holdings in the field of organic production.
