THE RELATIONSHIP BETWEEN NATIONAL AND INTERNATIONAL SECURITY – ITS CONFIGURATION AND CURRENT TRENDS

It can be said that the dominant perspective, which is based on traditional, realistic concepts, maintains a high level and wide range of opinions, focusing on the problem of the state security in the international environment. The other perspective is related to these opinions, and it primarily differs in the way how the most optimum establishment of national and international security is perceived, seen through cooperative approach at the first place, ie through cooperation and institutions, while it is theoretically framed within the liberally-institutional approach.
Different concepts, as practical manifestations of these theories, have been applied in order to find the solution to the problem of ‘tension’ in the relationship of national and international security, given that national and international security reflects different aspirations, not necessarily the opposite ones. The ‘traditional’ concepts have been mainly based on power, through balance or superiority, while the ‘modern’ concepts promote common values, mutual trust, which should expand the list of national interests, along with the categories that have been traditionally included in the list.
The main characteristic of all concepts is the correlation between national and international security. The difference between national and international security is to what level the greatest importance is given– the issue of value, and what mechanisms are used for their protection. The concept of cooperation in safety – safety union, and the value of its functioning, is based on different principles in comparison to all others.
The fact is that international security is not a mere sum of national security systems, but it requires the adoption of certain values in international relations as well as the relations within a state. That points to the relation in which international and national security permeate.
None of the concepts cannot be excluded from the current political scene. Besides, it cannot be said that tha there is even a dominant one, but that there is a pluralism of international security concepts, with a number of various types of national associations, in which the national security also has its part.
