MEDIA CONCENTRATION PROBLEM IN THE CONTEMPORARY MEDIA REGULATION OF THE REPUBLIC OF SERBIA

Abstract

This paper analyzes the modern regulatory framework of the Republic of Serbia in the area of media concentration, in terms of the degree of compliance of national legislation with EU standards in this area. Theoretical, analytical, descriptive and comparative approach presents the achievements of local regulations in relation to the requirements of the European regulatory framework, with special attention to electronic media. It is noted that the questions of media concentration and consolidation of media ownership were not regulated appropriately by the current media laws in the Republic of Serbia. Practice has shown that excessive concentration of media ownership allows unacceptably dominant influence on public opinion - which negatively influences to the democratic structure of society. The aim of this paper is to highlight the imperatives of the media policy of Serbia in the area of media concentration and consolidation of media ownership, showing the specific legislation and other regulatory measures in this field, which guarantee the implementation of democratic principles in the public interest and media pluralism. Insistence on preventing monopoly of the state and individuals in the public sphere is one of the most basic prerequisites of democratic reform society in transition.
