KINESKA „OFANZIVA ŠARMA“ NA CENTRALNU I ISTOČNU EVROPU

Долазак новоиндустријализованих држава (BRIKS) на светску сцену поново је увео хладноратовско такмичење у међународни систем. Нови комфорнији (кинески) модел давања помоћи и инвестиција иностранству, како би био прихватљивији у односу на западни, користи политику „без условљавања“. Након Африке, Латинске Америке и Азије, где је Кина „going out“ политиком ширила своје присуство, криза из 2009. године и потреба европских држава за капиталом ван еурозоне су јој отворили пут и на овај континент. Посебан фокус је стављен на државе Централне и Источне Европе са којима Кина никад није имала сукобљавања око осетљивих питања. Међутим, страх од „кинеске претње“ условио је скептичност и забринутост бриселских званичника што заједно са непостојањем кохерентне политике Европске уније спречава Брисел да дефинише јасан оквир сарадње држава Централне и Источне Европе са Кином, иако је у међувремену стратешко партнерство Кина-ЕУ продубљено и остварена синергија између политика Европске уније и кинеске иницијативе о новом путу свиле.
