THE IMPACT OF THE COMMON AGRICULTURAL POLICY ON EMPLOYMENT IN RURAL AREAS OF THE EUROPEAN UNION

Abstract

Encouraging employment, reducing the poverty and improving quality of life in rural areas present important direct and indirect aims of Common Agricultural Policy of the European Union. The subject of research is the impact of the measures of the Common Agricultural Policy on employment trends in rural areas of the European Union. By application of qualitative research methods, the impact of the measures of Common Agricultural Policy on employment of rural population in period from 2007 to 2013 is reviewed. The aim of research is to quantify the impact of direct support measures and measures of rural development policy on retention of existing and creation of new work places. Based on consideration of the dispersion of subsidies and trends in the employment rate by certain types of rural areas, the level of current and future impact of Common Agricultural Policy on rural employment is assessed in the paper. The measures of the Common Agricultural Policy of the European Union can have direct and indirect impact on employment in rural areas, especially in areas of agriculture and economic activities, which lean it. The influence of the Common Agricultural Policy can be positive and it can lead to employment growth in the case of particular support measures. However, negative impact, which results in reducing the number of work places in agricultural sector and/or abandonment of agriculture, is not negligible.
