CHINESE ‘CHARM OFFENSIVE’ ON CENTRAL AND EASTERN EUROPE

The rise of newly industrialized countries (BRICS) to the global political prominence has in essence brought back the competition of aid policies that was characteristic for the Cold War era. New and lax Chinese model of foreign aid and investment uses a ‘no strings attached’ policy, in order to make it more acceptable then the Western model. After Africa, Latin America and Asia, where China expanded its presence through ‘going out’ policy, the financial crisis that had started in 2008 showed the European countries’ need for capital outside the Eurozone, which paved the way for Chinese aid and investment policies on that continent. Special focus is placed on the Central and Eastern European countries with which China had no political confrontation about issues sensitive to Chinese leadership. However, the fear of ‘China threat’ caused skepticism and concern within Brussels official circles, and coupled with the lack of a coherent EU policy prevents Brussels in defining a clear framework of cooperation between CEE countries and China, although strategic partnership with China had deepened in the meantime, and realized Beijing’s initiatives for the new Silk Road.
