Посматрајући данас стање заштите животне средине, може се рећи да различита питања у области животне средине или у вези са животном средином заузимају значајан део активности ЕУ. Ипак, тек почетком седамдесетих година XX века, тада Европска заједница (ЕЗ) почела је да предузима интензивније политичке акције у овој области.Овај развој се може разумети ако да упоредимо са трендом јачања свести о значају и глобалним последицама проблема животне средине као и (не)предузимања одговарајућих релевантних субјеката шире у међународној заједници с краја шездесетих година XX века.
