Abstract

Тhe strategic communication represents a complex process that harmonizes three key elements: the message, communication channels and audiences, in order to influence on people’s behavior according with the projected aim. The concept of strategic communication can be applied on terrorism in two ways, depending on stakeholders. It can be used by terrorists, who intend to achieve their goals through its influence on audience behavior, and also by the government of countries that implement principles of strategic communication in anti-terrorist operations. Terrorists recognize profit by strategic communications, and use its techniques according with a strategic communication management plan. Strategic Communication Management Process is made of next elements: analyze and develop the final desired end states and establish communication goals, analyze communication infrastructure, target audience(s) and select communication channels, develop and execute the strategic communication management plan, track and evaluate.
