INSTITUTIONALISATION OF REGIONAL POLITICAL COOPERATION THROUGH THE BERLIN PROCESS

Abstract

Until the start of the Western Balkan Summit Series, the “Berlin Process”, regional political cooperation was occasional and without a platform focusing exclusively on the Western Balkans. The paper will aim to prove that in the period from 2014 to the end of 2018, the Berlin Process acquired the attributes of an institution of regional political cooperation, according to criteria set by “new” institutionalism. This has created a potential to rev up the integration of the regional countries, although there is no proof that this development has been a pre-meditated outcome of the Process’s initiators. The paper will point to characteristics, course and outcomes of the Berlin Process, demonstrate how institutionalisation of regional political cooperation is taking place through it, and put forward possible guidelines for improvement of political cooperation in the Western Balkans through design of the institution of the Berlin Process.
