TOLERANCE INITIATIVES IN THE UNITED ARAB EMIRATES: SOFT POWER MECHANISM OR A NEW MODEL OF MULTICULTURALISM?

Abstract

Concepts of multiculturalism and tolerance tend to decline in the leading countries of the European Union. At the same time, the United Arab Emirates (UAE) is implementing numerous initiatives to develop tolerance and create favorable conditions for the coexistence of ethnic diversity. Tolerance initiatives in the UAE are practical implementation of the „soft” multiculturalism- idea that society should be tolerant. The paper examines existence of conditions for the development of “hard” multiculturalism and possible creation of new model of multiculturalism - the UAE model of multiculturalism. Paper examines obstacles standing on the way of tolerance initiatives, as well as the place and role of Islam in tolerance initiatives development. Having in mind importance of the reputation of state, the paper also examines tolerance initiatives in the UAE as a soft power mechanism to achieve certain goals and mask some bad aspects of its domestic and foreign policy.
