BASIC APPROACHES AND POSSIBILITIES OF THE PREVENTION OF CONTEMPORARY ORGANISED CRIME

Abstract

The paper argues that prevention of modern organized crime should be based on three basic approaches. The first approach refers to the classical inhibition, which includes preventive measures and actions aimed at preventing classic, or general, crimes where organized criminal groups or organizations acquire primary gain, such as theft, burglary, robbery, etc. These are the classic preventive actions that apply to the general crime, and that preventivne actions are usually classified on the activities in the fields of social and situational prevention. The other two ways of prevention of organized crime have been aimed at preventing process of providing illicit gain and its infiltration into legal sources of income. These activities are aimed at preventing corruption and money laundering. Successful implementation of such preventive strategies include appropriate changes in the normative-legal field, in laws and regulations, and consistent implementation of legal regulations for what is necessary to provide competent and highly professional state apparatus, on the one hand and adequate public education about dangers of organized crime and possibilities for their participation in combating this sort of crime on the other hand. However, one should bear in mind numerous problems that can occur in this area, primarily in form of intrusion into privacy of citizens, especially into legitimate operation of economic markets. To avoid such adverse effects preventive interventions should be appropriately designed and primarily based on analysis of risk factors in different areas of citizens life and businesses that may be abused by organized criminal groups and organizations.
