CONSTITUTIONALIZATION OF THE EUROPEAN UNION FROM THE PERSPECTIVE OF HISTORICAL INSTITUTIONALISM

The author in this paper considers the process of constitutionalization of the European Union, i.e. its transformation into the constitution based order, from the perspective of the historical institutionalism. First part of the paper is related to the study of the institutions from the perspective of the historical institutionalism. Bearing in mind the main actors in the European Union – member states, institutions and citizens, the author has dedicated special sections of the paper. The process of constitutionalization represents the consequence of the interaction of these actors, and historical institutionalism explains that the process is not linear and gradual, but it comes as a consequence of certain choices being made at critical junctures, afterwards the further development of the European Union has been determined.
