ADVANTAGES, SHORTCOMINGS, AND CONSEQUENCES OF POTENTIAL APPLICATION OF MAJORITY VOTING SYSTEM IN THE REPUBLIC OF SERBIA

The author argues in favor of adoption of majority voting system when electing the representatives in the National Assembly of the Republic of Serbia (Serbian parliament). The paper provides an overview of basic differences between two major electoral systems historically used in Serbia (majority voting and proportional representation), while analyzing the current proportional system and highlighting its negative effects. The paper also contains a short review of direct consequences of the short-lived application of majority voting in modern Serbian political history, which happened at the very first election after the fall of socialism and reestablishment of party pluralism. Finally, the author concludes with an outline of arguments in favor of majority voting – through the prism of presumed positive consequences and effects this reform could have on political system, party system and Serbian society in general.
