Abstract

History of the human race can be reliably monitored through the development of communication models as a way of communicating. In this context, the ХХ century is marked with a film that, in addition to the original entertainment and later artistic upgrades, today achieves a very convincing mass communication. Since the phenomenon of moving pictures has grown into an everyday thing of the current millennium, today we have cinema, as a significant economic branch, and not just as an artistic activity. The double nature of the film - that the work of art and the market product (goods) - allows such treatment, and allows researchers multiple approaches. This work, anticipating such a context, focuses on the documentary and short feature film, within the framework of one policy, as the most potent and most effective potential of creative industries. It starts from the view that the film "short meter" is the most authentic and most potent reflection of life, time and opportunity in such an urban environment. The subject of the analysis is the city of Novi Sad, which was once called the "Serbian Athena" as the head of culture. From that city, the culture of the theater, the city physician, the civic gymnasium across the theology and the monastery schools spread throughout Serbia. Urbanism, street lig-hting and enlightenment of the European type were introduced (under the influence of Dositej Obradovic). Soon, Novi Sad, along with Timisoara, will be the European capital of culture in 2021. For this representative venture, promotion of activities in the visual-documentary sense will be necessary. We find that short film production will be the most adequate support for this project.
