THE ROLE OF THE POLICE IN COMBATING SMALL ARMS AND LIGHT WEAPONS IN THE REPUBLIC OF SERBIA AND WESTERN BALKANS

The problem of the proliferation of SALW in the Western Balkans presents an endemic feature of this region. Considering its cross-border character, significant implications towards regional, national and human security and its connection with other forms of criminal activities, this security issue requires a common and coordinated operation of the most important security providers. The police represent the most important provider of the country’s internal security, hence, its role in preventing and combating the problem of SALW is irreplaceable. Based on the systemic approach, this paper puts an emphasis on the modified combined model of police cooperation in the context of recently adopted initiative referring to the problem of the proliferation of SALW – Roadmap. This initiative presents comprehensive platform aimed to joint action on strategic, political and operational level in order to achieve a sustainable solution for the illegal possession of SALW. As multilateral cooperation is multilayered and complex, the findings of this paper sug-gest that the offered models of police cooperation in academic literature could rarely be found in their original form in practice. Hence, they are more often overlapping and combining.
