COMPARATIVE ANALYSIS OF NATIONAL SECURITY STRATEGIES OF SERBIA, MONTENEGRO AND CROATIA

Strategic security thinking, which in recent years is reflected in debates and analysis of the changed nature of security threats, the return of multipolarity, and changed and uncertain processes and trends in the security sphere, gained its certain foundation through the adoption of new strategic documents at the level of states, alliances and organizations, which is then reflected on the institutional level, as a kind of response to new challenges. As a reflection of the understanding of this need, some countries in the region of Southeast Europe (Serbia, Montenegro and Croatia), in the last three years, have adopted new national security strategies. Therefore, this paper, through a comparative analysis of these documents, tends to consider the innovations and changes contained in the strategies of these countries, as a reflection of their understanding of changes in the security environment and security reality and how their foreign policy behavior follows changes and attitudes in the field of security expressed in their strategies. The aim of such analysis is also to get a general impression of the regional security dynamics, security policies of the analyzed countries and their conditionality by membership in international organizations. Besides the comparative analysis of these strategies, the paper is based on a review of relevant scientific and professional literature, analysis of normative regulations and other strategic documents in this area. It is concluded that the adoption of new national security strategies of the analyzed countries, is initiated by the obsolescence of the previous ones and certain changes at the regional and global level and that it is noticeable that the membership of certain countries in the European Union and NATO, significantly reflects on analyzed strategies, commitments, interests and the foreign policy goals of these countries.
