TURKEY’S FOREIGN POLICY TOWARDS THE HORN OF AFRICA: OLD IDEAS IN A NEW FORMAT

Abstract

Over the past decade, there has been a sharp increase in interest, accompanied by a more active policy of Turkey towards the Global South, and especially towards the regions of Sub-Saharan Africa and Latin America. Within the broader global strategy, as well as Turkey's African policy itself, the Horn of Africa region has multiple significance. This article seeks to shed light on the strategic understanding of the Horn, as a geopolitical and geoeconomic gateway to the African continent, where Turkey, by establishing a multidimensional presence, seeks to increase international prestige, especially among Muslim and African countries, to rise to regional and then global power. Also, the article intends to provide an explanation of the motives and strategic aim of Turkey's foreign policy and an analytical presentation of key aspects of its presence in this area. In addition to the strategic turn within the Turkish understanding of Africa and the need to define a comprehensive and active policy towards this continent, the introductory part of the article points to the historical determinants of Turkey's policy towards the Horn of Africa. Starting from the Middle East conjuncture as a broader context, the central part of the article contains a comparative and developmental review and comparative analysis of political, economic, cultural and security relations with the countries of this region, including internal and external constraints and perspectives of Turkey's regional policy towards the Horn of Africa.
