LOCAL GOVERNMENT`S ROLE IN THE URBAN SECURITY PROVISION

Abstract

Under conditions of unprecedented urbanization on a global scale, cities are a peculiar social paradox. On the one hand, they are marked as cradles of civilization, progress and innovation, while on the other they represent places of serious security problems of today, such as crime, poverty, spatial segregation, environment degradation, etc. Therefore, interest in urban security, security at the city level, is the topic of the current debate among security researchers. This paper discusses one of the key elements of urban security - the provision of security, or local authority as an urban security provider. Local government is one of the main actors of social and political life in the cities, and it is not surprising that in the academic discussion on urban security management it is positioned as a key provider of security. A growing body of authority of local actors in the field of security rests on the assumption that they are familiar with the local context they manage, while citizens perceive them as the most immediate representatives of the government. In order to gain a comprehensive insight into the role of local government in providing security in cities, the paper primarily focuses on basic definitions and conceptualization of the urban security phenomenon. Then, some of the basic assumptions on providing urban security, as well as the types of security providers in cities are presented. In addition, some synthetic insights about the local government, the threats it can react to, and the security measures that it implements as an urban security provider are given. Finally, we will look at some of the specificities related to local government as security provider in the city.
