NEW APPROACHES FOR PLANNING THE RESILIENT CITIES

Abstract

Cities are extremely complex systems, made up of thousands of economic, social, institutional and environmental threads. With the constant tendency of population growth, the city becomes a synthesis of innovation, knowledge, urban culture and civil society development, but also a very unbalanced urban areas full of conflicts, contrasts that seek a whole new approach to development, protection and resilience. Numerous international institutions, campaigns, global and regional projects are continuously monitoring the high risks of different origin in cities and agree that in well planned and resilient cities lies a solution, not only for reduce of infrastructure, economic, social and environmental problems, but also for generating of creative solutions to improve the environment. After many disasters with catastrophic consequences affecting settlements and cities around the world, contemporary approaches to resilience planning have become a priority for city governments, NGOs, planners, managers, architects, designers, sociologists, ecologists and engineers who are committed to the new the resilience agenda. Taking into account the changes at the global level, the Ministry of Construction, Transport and Infrastructure of the Republic of Serbia points out the need for a valid policy of development of cities and urban settlements in the Republic of Serbia and establishes a vision of urban development in the Republic of Serbia - a city that provides the conditions for a dignified life and the satisfaction of all its citizens, as well as the citizens of their gravitational space, with equal choice opportunities, and which is a space for building an inclusive, interactive and creative community, integrating all layers of its historical creation.
