Abstract

This paper analyzes the concept of semi-presidentialism, from its constitutional and political perspectives, which often are not matched. The first part of this article deals with the comparative theoretical studies on the content of this concept and motivation for the implementation semi-presidentialism as system of governance in the political systems of new democracies. The second part of this paper is focused on the determination of the character of the system of governance in the Republic of Serbia and resolving the dilemma is this system semi-presidentialism or so-called rationalized parliamentarianism.
