PROBLEMS OF SOCIAL CHOICE: DELIBERATION OR VOTING

Social choice theory shows that there are major problems related to the voting procedure which is considered as the basic mechanism of democracy. Aggregation of individual preferences does not yield meaningful results unless their initial number is reduced through the deliberative „polling„ process i.e. the process of rational public justification. On the other hand, the process of deliberation rarely results in consensus, therefore the resolution of political disagreement remains problematic. This text presents a general framework for reconcilation of aggregative and deliberative approaches which could ultimately provide a functional model for a political decision-making procedure.
