NORMATIVE AND GEOPOLITICAL FRAMEWORK OF COOPERATION BETWEEN EUROPEAN UNION AND THE RUSSIAN FEDERATION AS A DETERMINANT OF COUNTER-TERRORISM POLICY OF THE UNION

This article is intended to indicate the normative framework of cooperation and to verify the reasonableness of the hypothesis that the counterterrorism policy of European Union (EU) affect it’s strategic political and economic interests to the Russian Federation (RF) – in particular some of it’s members, the current relations between the EU and RF, as well as the current security challenges and problems of the RF. It was concluded that the character of relations between the EU and Russia are important for the EU counterterrorism policy, but the development of these relations, which must be comprehended as part of broader geopolitical constellation, not critical, of direct relevance to this policy and its normative framework. In addition to the constant reference to the need for cooperation with the RF in the fight against terrorism as a strategic partner, the area of counter-terrorism is just the area over which EU gives signals on certain changes of political course toward Russia, while careful to maintain the continuity of the existing strategic initiatives.
