THE GLOBAL SIGNIFICANCE OF THE NEW EUROPEAN STANDARDS OF CRIMINAL PROSECUTION OF PERPETRATORS OF DOMESTIC AND GENDER-BASED VIOLENCE

The authors analyzed provisions of the new Convention of the Council of Europe (Istanbul Convention) on preventing and combating violence against women and domestic violence, which entered into force in August 2014. seen from the aspects of their internationally recognized legal results in the field of criminal proceeding of perpetrators. Thesis on comprehensiveness and importance of the establishing common legally binding standards in this domain is presented and proved, through insight into the essence of common legal principles that have been formulated by 47 member states of the Council of Europe. Being legal instrument of regional profile, this Convention is to obtain universal implementation, since it is open for the accession also to non-member states. Therefore, the authors emphasized its global character and universal legal achievements.
