THE TREATY OF BUCHAREST (1913) (WITH SPECIAL REFERENCE TO THE RELATIONSHIP BETWEEN BULGARIA AND MONTENEGRO ON ONE HAND AND THE KINGDOM OF SERBIA ON THE OTHER)

Abstract

The Kingdom of Serbia, after the Second Balkan War, was on the side of the victors of the war. War consequences had to be resolved at the Peace Conference in Bucharest. That was one of the few Conferences that did not directly involved dominant European forces, but only the Balkan nations, that under the indirect influence of the forces, tried to resolve their problems. The Conference itself gave the certain results, that maintained some kind of balance in the Balkans. Such a state of affairs might have represented the realistic way of resolving the Balkan issues, within the solution of Big Eastern Question. The Conference held in Bucharest has resulted in a serious political agreement between Balkan allies (Romania, Greece, Serbia and Montenegro). Bulgaria was dissatisfied, even though they provoked the Second Balkan War. That actually meant that the Big Eastern Question cannot be solved in such a way, and that the Second Balkan War and Treaty of Bucharest represented only one phase in its resolution. What followed was the marking of the borderlines between the Balkan states. It is interesting that the Kingdom of Serbia without explanation gave the part of its territory to Montenegro (Pljevlja County). Montenegro only symbolically participated in Second Balkan War.
