SECURITY CULTURE AND POLICE ETHICS

The concept of security often has multiple meanings and can be viewed from several perspectives, but the question of what security actually is, still remains a subject of debate. The most common interpretation of the concept of security in national literature starts with the assumption that the term implies a certain condition, organization, function, or system, or all this together.
Based on the presented definitions of security culture, therein they derive some of its basic characteristics: namely, that the security culture is part of ones general knowledge; that it includes positions, knowledge and skills in the field of security; positions are influenced by positive (proactive) approaches towards the need of protecting ourselves and others, states and the international community; that it has, above all, a preventive role; that it is common both for the global society and individuals and its goal is to preserve the values of a society. Causal link between security and security culture is unambiguous and permanent.
A police officer is obliged to perform police duties in accordance with law, regulations and professional standards and with respect for the provisions of the Code of Police Ethics. The Code of Police Ethics is a set of rules on ethical conduct of police officers. The Code of Police Ethics in part is a list of behavior patterns and practices, that society and professional collective, irrespective of the legal regulations, expect from police officers to apply.
The scope of compliance and application of principles of Police Ethics depends on the level of development of security culture. On the other hand, the level of development of security culture depends on the level of awareness about the necessity of following the professional code. Respecting the Code further upgrades individual and collective security culture. Therefore, when security culture reaches a high level and overcomes the existing policing standards, then individuals and collectives propose, amend or change the Code of police profession.
