LOBBYING VS CORRUPTION – THE DIVIDING LINE

The topic of this paper is lobbying in the political sphere considered as an organized and systematic influence on the government. More specifically, in the paper the concepts of lobbying and corruption are analysed with the aim of establishing the differences between these two notions. This can have both theoretical as well as practical importance and should offer guidance in the codification of these findings in the legislation in order to combat corruption. In the introductory part of the paper the importance of lobbying in modern society is discussed as well as the dilemmas it produces. In the next section, the concept of lobbying and its elements are in detail elaborated and offered a working definition. In the third part of the paper the same has been done with the concept of corruption. Subsequently, based on the definitions and a specific example it is discussed in which cases the lobby turns into corruption.
