DYNAMICS AND QUALITATIVE CHANGES OF SERBIAN EXPORTS IN THE PERIOD 2000-2017

Abstract

The paper analyzes the quantitative changes in the factor intensity of domestic merchandise exports through changes in the tendency of shares of skill-intensive manufactures in the period 2000-2017. We then monitored changes in the share of commodity groups in the two-digit and four-digit level of the HS Trade Classification (International Trade Center). We have calculated the dynamics of commodity exports over the last 17 years using a discrete average growth rate.

Since 2000, and especially since 2012, the factor intensity of commodity exports has improved, but these changes have not significantly improved the structure of domestic exports and, consequently, created the conditions for its strong long-term growth. The level of quality of Serbian merchandise exports continues to lag behind the countries of the EU, and to a lesser degree also for the economies of the region.

In the period 2000-2017 Serbia recorded very high growth rates of total exports (of as much as 13.8% annually), but this is, first of all, the result of a very low base. Nevertheless, Serbia still has very small exports, one of the lowest in Europe, even if it is per capita.

The eventual high export growth should be preceded by strong growth in investments in the coming years. It is necessary to have the transfer of modern technology, especially through FDI, in competitive sectors which would 'spread' export offer.
