Abstract

Subject of this article are characteristics and modalities of building legitimacy of political leaders in Serbia – analysis of legitimacy flows from the last century and the beginning of this century. The main scientific objective is to design a model to explore the leadership style of building legitimacy; the second objective is to give an indication for formulating hypotheses of legitimacy-style political leaders. The methodological approach is determined by the settings of the theory of politics, it involves the basic methods of scientific thinking application, predominately analytical ones, and the key point is the method of modelling. The proposed model comprises two clusters: the first one, which contains categories and indicators of tripartite typology (charismatic, traditional and formal and substantive rationality legitimacy); the other, comprising categories and indicators of subaspect of a leader's action goals systematized through four subclusters. The model is an open one, and theoretical approaches by which it can be completed are indicated. In addition to highlighting influential external determinants, based on the model guidelines, key elements for formulating legitimation patterns of a leader are set. It can be concluded that policy, which forgets that its essence is not only operationalization of the accepted strategic goals, with the aim or achieving feasible solutions for overcoming conflict and sustainable development in a given context of interest and power, is doomed to failure.
