GLOBALIZATION AND/OR DEMOCRACY: COSMOPOLITAN PERSPECTIVE

Abstract

Transnational actors in the sphere of politics, law, security and economics are compelling evidence of the existence of a situation in which the nation-state are becoming less actors and more objects within the globalization process. Also, transnational actors are an indicator of the fact that the world society does its own political system, so that all these actors are floating in one specific, unusual space, devoid of consistent normative justification. In other words, the aforementioned type of action is not set in advance know the normative framework, but almost exclusively relies on certain values for which the actors stand. In such a context, one of the basic questions - who, in fact, decides? That is, where is sublimated the political dimension of different actions at the global level? The suspension institutional dimensions of events in the global area inevitably produces structural tensions that can not be concealed some sort of semi-spontaneous equilibrium between nation states and global actors. Therefore, the frustration of citizens should be understood as a kind of indicator of the state of democracy at the beginning of the twenty-first century. Frustration testifying about the disturbing feeling that has declined power of ballot, the feeling that they are excluded from important political process, that is, the feeling that there is not a clear link between policy for voting at the national level and policy that occur on a transnational level. Finally, the frustration of citizens are a clear indicator that they are caught in systems that, objectively, they are no longer functional, since their essential political dimension largely removed in the space of non-state sovereignty. In this sense, one of the possible answers to the functioning of the global amorphous space must include the cosmopolitan perspective.
