The need for security and safety is one of the first need, in addition to the physiological, which appeared in humans. So, the first forms of organization, that is, from the original community we can follow the evolution of security as human needs. It is evident that the need for safety and security is the essential need, which is a prerequisite for creating a peaceful and stable societies. This need is a complex, multi-point caused and conditioned by the interconnection of a number of different factors. If individuals or groups of people are not protected, both in the physical, material, and psychological terms, if they violate basic human rights, and live with a sense of fear and uncertainty, then we can not talk about their capabilities and abilities to lead a life of acceptable quality who is worthy of a modern man. Difficult to exercise these needs in a way pointless and makes irrelevant human primary physiological needs identified in the hierarchy of human needs. The natural tendency of man is to live in safe conditions. Therefore, the creation of such conditions constitutes its vital interest.
