Abstract

This article is based on the distinction between categories of formal democracy and real democracy, and the hypothesis that although Serbia is formally speaking a democratic country, it is not satisfactorily democratic in practice. This postulate comes from the view that the system of governance function more as a service to present politicaloligarchic structures, than to public interest and citizens.

One of the main problems is the concentration of political power by a small number of people. It stems from the time of socialism when the country had a large redistributive role and vast resources.

The paper presents the arguments in favor of these assumptions; possible solutions to improve the system of democracy are offered as well. These solutions can succinctly be defined as the horizontal and vertical dispersion of political power.
