Abstract

Will the power of continuity or change be elected at the elections in Bosnia and Herzegovina in 2018? The answer to this question and dilemma is given in the paper in a way to analyze the existence of pre-election party, program and other systemic conditions for the election of representatives in the institutions of parliamentary and executive power that will be in the 2018-2022 term. years to continue to ignore or solve the most important problems in Bosnia and Herzegovina, entities and cantons. The paper contains a prognostic model that can foresee the choice of the power of continuity or change in Bosnia and Herzegovina and other countries with an unconsolidated representative and party system based on the existence of credible political parties, representation of the interests of constituent peoples, the success of the exercise of power, the implementation of electoral programs and party bidding.
