ADMINISTRATION (POLICE) WITHIN THE BOUNDARIES OF RIGHTS

The Department is closely associated with state power, in fact, it is extract the state government. Therefore, its activities must have a legal basis and implement the legal framework. To better understand the necessity of a boundary that defines the right of the administration as a branch of state government, the paper deals with the questions: administration and legal ties, European administrative space and the principles of quality management, police and legal ties.
The evolution of the modern state, as one of many qualities, rightly emphasizes submission to government norms of objective law. This means two things: first, that no government has no legal basis, and secondly, that the acts by which the administrative function is subject to control, including the court, its legal validity. These are, in fact, means to prevent arbitrary government and suppressed under the law objectively. The question regarding the administration within the limits of law is particularly important in terms of policing with respect to their powers, and the place and role of this organ in the public system.
