Abstract

History has shown that the police is one of oldest services in the state and human society alike. Being an elementary model of social control, the police is older than the state. Etymologically speaking, the word „police” (Eng. – police, Ger. – polizei, Fr. – police) derives from a Greek word polis, politeia, which means management (administering) of a city and state, a constitution. This means that the notion politetia, being derived from the notion polis or „a city-state”, implies a whole state service, legislation, judiciary and administration. For this reasons Romans, too, used the notion politeia. In this sense, for Aristotle politeia implies an ideal model of a state order. Accordingly, notions of the politics and police derived from the notion politeia. Therefore the police is „a comprehensive system of professional type (character) which is organized for purpose of management of public order and policy in one society and for such purpose it is equipped with legal authority and necessary resources. According to standards of coordination the police organizations can be: independent, coordinated and uncoordinated ones. According to standards of centralization, they can be centralized and decentralized.
